Justine Limpitlaw is a specialist electronic communications law consultant based in Johannesburg, South Africa.
She has consulted as an expert advisor to governments, companies, international organisations, self-regulatory and industry bodies, and non-governmental organisations in the African Union, Ethiopia, Iraq, Namibia, South Africa, United Kingdom and Zimbabwe.
Justine is the author of the Konrad Adenauer Stiftung’s multi-volume Media Law Handbook for Southern Africa (first (2012) and second editions (2021)), and the two-volume Media Law Handbook for Eastern Africa (2016). She is also the South African chapter contributor to Global Telecommunications Law and Practice.
She has represented and advised a range of telecommunications and broadcasting clients on various regulatory matters including:
- licensing,
- interconnection,
- content regulation,
- organisational structuring,
- finance,
- freedom of expression,
- online regulation,
- access to information, and
- administrative justice.
She has drafted legislation, legislative amendments, regulations, licences, contracts, opinions, licence applications, position papers and litigation pleadings and has acted as a legislative advisor for clients and appeared before South African Parliamentary Portfolio Committees on a number of occasions.
Various pro bono engagements included advising non-governmental organizations on administrative justice, access to information, freedom of expression and community broadcasting matters.
